Environmental protection is a growing concern, and businesses must comply with regulations to minimize pollution. In Haryana, industries must obtain Consent to Establish (CTE) and Consent to Operate (CTO) from the Haryana Pollution Control Board (HPCB) before setting up and running their operations. These approvals ensure that businesses adhere to environmental norms, reducing their impact on air, water, and land pollution.
What is CTE & CTO?
Consent to Establish (CTE)
CTE is the first approval required before starting any industrial, commercial, or construction activity. It ensures that your business plans meet environmental standards and won’t harm the surrounding ecosystem. Without CTE, industries cannot begin operations or construct their facilities.
Consent to Operate (CTO)
Once a business has set up its infrastructure and is ready to begin operations, it must apply for CTO. This approval certifies that the business follows pollution control measures and operates within the prescribed environmental limits.
The Haryana Pollution Control Board grants CTO based on the category of the industry and the level of pollution it generates.
Who Needs CTE & CTO?
Any industrial, commercial, or infrastructure project in Haryana that impacts the environment requires CTE and CTO. Businesses that typically need these approvals include:
- Manufacturing Units (Chemical, Textile, Pharmaceuticals, Engineering, etc.)
- Food Processing Units
- Construction Projects (Residential & Commercial Complexes)
- Hotels, Hospitals, and Malls
- Waste Management Facilities
To determine whether your business requires these approvals, you can check the classification under Haryana PCB.
Categories of Industries Based on Pollution Level
The Haryana Pollution Control Board classifies industries into four categories based on their pollution potential:
1. Red Category (Highly Polluting Industries)
- Chemical and Fertilizer Plants
- Tanneries
- Cement Manufacturing
- Textile Dyeing and Printing
2. Orange Category (Moderately Polluting Industries)
- Food Processing Units
- Plastic Product Manufacturing
- Engineering Units
- Hotels and Restaurants
3. Green Category (Low Polluting Industries)
- Small Electronics Assembly
- Bakery and Confectionery Units
- Packaging and Printing Units
- IT Parks
4. White Category (Non-Polluting Industries – No Consent Required)
- Handicrafts & Cottage Industries
- Software Development Centers
- Educational Institutions
- Renewable Energy Projects
How to Obtain CTE & CTO in Haryana
Step 1: Application for Consent to Establish (CTE)
Before setting up your industry, you must obtain CTE from HPCB. Here’s how:
1. Register on the HPCB Online Portal
- Visit the Haryana Pollution Control Board’s official website.
- Create an account and log in.
2. Fill the Online Application Form
- Provide details about the proposed industry, location, production process, and expected pollution levels.
- Mention control measures planned for waste disposal, air pollution, and water treatment.
3. Upload Required Documents
- Site plan and layout of the facility
- Project report with pollution control measures
- NOC from the local authority
- Industry classification certificate
- Water and electricity connection details
4. Pay the Prescribed Fee
The fee depends on the industry size and pollution category.
5. Inspection & Approval
- HPCB officials may conduct an inspection.
- If all requirements are met, CTE is granted within 30-60 days.
Once CTE is received, you can start setting up your industry.
Step 2: Application for Consent to Operate (CTO)
After setting up your industry and before starting operations, you must apply for CTO.
1. Log in to the HPCB Portal
- Use the same credentials used for CTE.
2. Submit Application for CTO
- Provide proof that pollution control measures have been implemented.
- Upload a detailed compliance report.
3. Required Documents for CTO
- CTE approval copy
- Water and air pollution control certificates
- Waste management plan
- Environmental impact assessment report (if applicable)
- Compliance reports from pollution control equipment suppliers
4. Fee Payment
The fee for CTO is based on the industry category and pollution control equipment installed.
5. Site Inspection & Approval
- HPCB officials inspect the premises to ensure compliance.
- If found satisfactory, CTO is granted within 30-60 days.
Validity of CTO:
- Red category: 1 year
- Orange category: 3 years
